Why treat road users like adversaries?

Why is it that councils insist on
treating the road user like they were the enemy. Inevitably it gets
peoples' back up and in a situation like that you are never going
to get anywhere in changing attitudes.
Cameras, parking restrictions, bus lanes, red lights all make the road user feel like the enemy.
That's why the road user no longer trusts any new initiative, such as road tolls.
In any case, most of the people behind law enforcement, or traffic management are road users too. Why not change the attitude to be on side together?
