Could Aberdeen by-pass construction begin early?

The Evening Express tonight reports
that construction on the Aberdeen Western Peripheral Road could
start earlier than expected.
The basis for this suggestion is that the northern section of the route has had less objections than the southern section. The theory is that the section from Blackdog on the A90 (north) could be started early and perhaps taken as far as the A96 Inverness road junction, prior to construction on the main by-pass and the Stonehaven fast link.
The paper even suggests that this early start could allow completion of the whole AWPR earlier than the 2012 completion target.
