Minutes of Meeting - 20 November 2006

 

1.   Present

Iain Blair (Chair), Ken Brown, Doreen Cameron, Sheila Gray, Ann Marston, Graham McDonald, Neil Stewart, Ken White.

Also present were a number of local residents: Kenny Thomson (East Park), Mrs McLeod and two other residents from Airlie House sheltered housing scheme. Mark Reynolds (Forest Road) apologised that he could not stay long on this occasion.

2  Apologies for Absence

Apologies for absence was received from Gordon Philip and Alistair Mowat.  There were no other apologies received. The Chair was of the view that for any members who had become inactive the rules of the Constitution shall apply. Action Point: Chairman

3.  Minutes of last meeting

Subject to the date of next meeting being amended to read 20th November 2006 the Minutes of the last meeting were approved.

4.   Police Matters

(This item was dealt with on the arrival of Inspector Allan near the end of the meeting but the minutes appears here as per the issued Agenda. The Agenda outlined the increasing nuisance behaviour in the Square especially at night, in Forest Road and at the Old Library site).

Inspector Allan was welcomed to the meeting and was given the floor. A lively half-hour discussion took place.

He reported positively that there had not been a lot of complaints this year over the Fireworks and Halloween events - generally not bad. Also Remembrance Day events had gone well with two police officers being present.

As is well known, youth anti-social behaviour(ASB), driving, alcohol abuse and so on, is difficult to get a grip on. The Scottish Executive had produced additional money so extra police officers had been out over the past few week-ends especially concerning with ‘anti-social driving’. In Inverurie 50-60 youths had gathered and had had to be dealt with by the police.

In Kintore, following a CLD organised party with a music band, there was ASB for a couple of week-ends. (Note: CLD was happy with their running of the event. A number of people had behaved irresponsibly afterwards causing considerable concern to the residents of the Village.)

Inspector Allan reported that police officers would patrol and  control the situation for another couple of weeks more.

Inspector Allan mentioned a couple of new initiatives. ‘Best Bar None’ proving the ‘efficiency’ of a pub which can receive an award ranging from ‘Bronze’ to ‘Gold’. Licensees are encouraged to produce a ‘business plan’. A section of this will include ‘how to make a contribution towards producing a ‘safe’ local community.’  The business plan can be used to ‘measure’ the licensees   ‘application’ towards the aim of producing a ‘safe’ community.

Patrolling Initiative (reference being made to Kenny Thomson’s original ‘paper’ tabled last month). Inspector Allan said this proposal was basically about ‘community participation’.

At this point IB made mention of the ASB items listed on the Agenda  -  the throwing of eggs at windows in Forest Road and dog excrement obtained from ‘doggie bins’, stones at passing cars, damage to parked cars and the telephone kiosk, the consumption of alcohol, noise and general disturbance at the old library site.

IB introduced three residents from Airlie House sheltered housing scheme. They reiterated their own concerns and experience of unacceptable behaviour by some youths at the Airlie House site. This included climbing fences (with or without motor bikes!), proceeding very noisily through the garden grounds waking ill residents in the early hours in the process, riding motor bikes and taunting residents on the road. It was explained that it did not help that the new fence at the interface between Airlie House and the New Schools was a low in height. Airlie House residents, with the help of the Warden, had tried to get something done. Even the MSP, Nora Radcliffe, and other officials had been involved. The residents had understood that heightening the fence would cost up to £20,000 and was therefore considered to be ‘too expensive’. It was felt that a higher fence would help a great deal with the problem. Inspector Allan did not see why the provision of a higher fence should be such a problem and would see what influence he could bring to bear to resolve this issue.

Neil Stewart asked how the use of ASBOs was working out. Inspector Allan said that they were not the easy answer that the Scottish Executive wanted them to be. For instance some young people after receiving an ASBO were flaunting the fact. However ASBOs were useful if applied appropriately.

Graham McDonald (Chair of the Hall Forest Residents Association) stated that the residents of this barely two-year-old new housing area were already experiencing a worsening situation with regard to youth. Standard motor cycles had been driven with increasing recklessness up and down the road to the danger, not only to the motor cyclists themselves, but to the severe danger of other residents who happened to be around. He said that the problem was getting worse and maintained that Police response was either very slow or seemed to be non-existent. This factor, in his view, had further emboldened the youngsters to increasingly risky and threatening behaviour on the Hall Forest roads.

GMcD pressed Inspector Allan to say how residents could help the Police with regard to this alarming activity. Inspector Allan repeated his answer that a resident needs to identify the person committing the offence and contact the Police, perhaps by phone. The person then becomes a ‘witness’. The police will take statements from the resident and proceed to action from there.

Inspector Alan stated that there were an insufficient number of police officers to carry out patrols of the streets.  Also that ASB could not be solved by the Police Service. The answer to this problem ‘lies elsewhere’.

In returning to the question of ‘patrolling’,  Inspector Allan was asked his view on this proposal.

He stated that this was a matter for the Community to decide. If the Community chose to do this then the Police would ‘step back’. He warned that the Community should  be fully aware of the implications and consequences of doing this.  It would need to be carried out with considerable care. The KDCC were fully aware of the need for great sensitivity in this matter.  Preparation and training might be advisable but this was not available from the Police.  The Kintore Community would have to take responsibility for any training.

The use of Neighbourhood Watch was another question. There were a lot of these schemes around and they can be extended.

What about ‘naming and shaming’?  Would have to be careful about this. Parents would re-act adversely and in many cases, object.

Inspector Allan was thanked for his attendance and for helping the KDCC with its discussions on these topics which would continue to be matters of concern for the CC in the coming months.

5.  National Youth Strategy

KW reported that in connection with the National Youth Work Consultation being carried out by the Scottish Executive a summary of the  Response from Garioch Area Partners Event held on 26 October had been received from Naida Sneddon, Senior CLD worker. Copies of this are available on request either from himself or from CLD.

6. Youth Matters: Kintore Youth Questionnaire:

We were grateful to Neil Stewart for carrying out the statistical analysis on the Questionnaire illustrated with pie charts. The interpretation of the Questionnaire results is an ongoing process. 

The main issues facing young people in Kintore were said to be boredom, and bullying also featured quite strongly at 9%.

The most common response regarding the needs of young people in Kintore was “Something to do”, along with “Somewhere to hang out”, “Somewhere that’s warm, dry, and safe to sit with friends”. Other things included, for instance, a better park, youth café, after school club.

When asked about what facilities need to be provided, 32% said more sports facilities (mainly boys), 30% - youth cafe/lounge, 13% - community centre to meet in, 3% - IT room, 22% - all the above. 73% said they would use the facilities at the New School if they were able to get access to them.

Interpretation of the results and any subsequent action to be taken was an ongoing process and we have been encouraged to involve some of the young people in this work. The process has begun to involve the young people.  Action Point: KW

KW had notified members of the website www.ippr.org/pressrelease which referred to the ‘Freedom’s Orphans’ report. The information there was considered to be very interesting and thought-provoking

7.  Langstane Community Flat

GMcD and KW had met to further advance the Business Plan. GMcD reminded the meeting of the ongoing costs involved including rent of approx £200 per month. We were reminded that Langstane offered to make a contribution to help get the project started quite possibly by waiving the first year’s rent and by underwriting the cost of building adaptations necessary to form the Community Café area.

KW would like there to be sufficient active Trustees in place to ensure his participation in the project. In his view at least 6 and perhaps more would be needed in the very near future. GMcD stated that he was confident that Trustees would come forward since folk would offer once the Business Plan had been endorsed by Langstane. The Trustees ‘terms of reference’ were included in the Business Plan.

GMcD was now finalising the ‘Business Plan’ ready for the meeting with Langstane on 5th December.   Action Point: Graham McDonald

8.   Garioch Area Community Forum (GACCF)    

IB stated that a Joint Forum (with Formartine) Budget Meeting will be held on Thursday 7th December at 7pm in Gordon House. Community Councils may send two representatives. Anyone who would like to represent the CC should inform IB.

9.   Development Brief for Public Open Space and Enabling Development at Midmill.

IB re-stated that this important Design Brief was available for viewing on the Aberdeenshire website, www.aberdeenshire.gov.uk.  GMcD said that letters sent in to the Council made a big impact and he urged individual members to send such letters so that the Council receives a good number in support of the proposal.  Action Point: ALL

10.   “The Knackery”

IB had been informed by SEPA that agreement had to be granted by that body before the animal rendering plant can operate. KB stated that he had noticed that some buildings on the site had been demolished and doubted if planning permission had been obtained first. KW stated that Marketing and PR Manager, Rebecca Mingay of the ORAN Group (Tele No. 01259 723240) had telephoned him today offering to conduct community council reps from Kintore and Kemnay over the revised plant site on one of two dates:January 23rd or January 25th 2007. The final date will be confirmed to the KDCC.

11.  Planning Applications 

No objections or comments were made relating to the Planning Applications a) to i) outlined on the Agenda.

12. AOB 

It was noted that the Christmas Lights had been erected over the week-end by the Kintore Fundraising Team and would be officially switched on on Saturday 2nd December.

Following a query from SG,  DC agreed to check whether ‘Recycle Lorries’ can still access the narrow road-Castle Hill.

Minutes of Meeting - 16 October 2006

1.    Present

2   Apologies for Absence

Apologies received from Councillor Douglas Cameron, Alistair Mowat, Gordon Philip, Neil Stewart.

3.   Minutes of last meeting

Mr Jim Coutts retired from the Community Council at the September 2006 AGM.    Subject to the recording of the presentation of a quaich to Jim on this occasion to mark his many years of service to the Community Council the Minutes of the last meeting were approved.

4.    Police Matters

No attendance by the Police on this occasion although it is always appreciated when an Officer attends to update us on matters of concern to us. There was no discussion or comments at this point in the meeting.

5. Kintore Youth Questionnaire

It was reported that the Community Council's concern for the needs of Young People (YP) in Kintore had grown over the last year. Various parties had been consulted over the past few months including Aberdeenshire Council's Community Learning Department Worker (Liz Mackay). She advised us that rather than making assumptions about the needs of YP in Kintore, the YP themselves should be consulted. Liz Mackay informed us that the CLD were involved in carrying out their own research and were training some YP from the Youth Club to carry out a survey among their peers. The results of this were expected in the Autumn.

In the meantime the Community Council produced its own 'Kintore Youth Questionnaire' . Over 300 Questionnaires were given to the Kemnay and Inverurie Academies in total. About 250 were completed and returned to us - a high percentage, perhaps reflecting a keen interest in the subject by both the YP and School Staff ?

A Sub-Group had met and, among other things, took a first look at the Questionnaire results. There were many comments but some typical ones were that some YP said they wanted   'a warm, dry and safe place to sit with friends',   'something to do'. Boys, especially, wanted 'more sports facilities'. Other things included a Skate Park. The 'Youth Matters' sub-group planned to meet again on Thursday 26 th October with a view to completing the analysis and making a detailed interpretation of what we think is being said and reporting back at the next CC meeting. The sub-group would like to involve Young People in this exercise as well. CC attendees were invited to let Ken White know if they were interested in helping too by attending this meeting.

6.    Kintore 'Patrolling Suggestion'

A 'paper' had been offered and circulated to every member of the KDCC for consideration entitled, 'SUGGESTION FOR PROACTIVE WORK'. The paper's author, Mr Kenny Thomson, was welcomed and thanked for his presence at the meeting and was asked to say a few words in connection with his paper. Mr Thomson briefly introduced his paper and an initial discussion of the proposal took place.

In summary, there was quite a wide range of reaction ranging from - a general welcome - "Good"- and "Could nip a problem in the bud", to   the dubious, "Could or Would be counter-productive".   One of Mr Thomson's main points was that all of us belong to this Community should be a pro-active presence by playing our best part in maintaining Kintore as a pleasant and decent place to live - not leaving it to others. He gave some examples of even small things such as litter in Park (no bins) - liaise with Council - see what can be achieved.

With regard to trying to solve perceived problems in the Village (eg with anti-social behaviour of youths) one member offered the view that it was difficult to make progress in dealing with these issues as nowadays "we do not know one another" and, by and large "we do not know what is going on".   Anti-social behaviour should be reported to the Police who ought to have the capacity to respond to problems in the Burgh which, on their own admittance, have grown over recent months and years.

It was agreed that this matter required further investigation including consultation with the Police who should be contacted about it. Action Point: Iain Blair agreed to contact Police Inspector Allan, Inverurie.

7.    National Youth Strategy

Iain Blair mentioned that the Scottish Executive is carrying out a national 'consultation' on youth needs in Scotland which is due to be completed by 1 st November.   In this connection there is a 'consultation' event being held for this area on 26 October at Lochter, Old Meldrum, 0930-1230 (Community Learning and Development).

KW had already been sent the information and hoped to be free to attend as well.

8.    Langstane Community Flat

A sub-group was due to meet on 26 th October to further progress the necessary 'Business Plan'.  

Graham McDonald presented the latest Business Plan to the CC but stated that further work was still required to finalise it before it could be presented to Langstane for their consideration. Action Point: Graham McDonald

9.    Garioch Area Community Forum (GACCF)      

Iain Blair indicated that he would be attending the next meeting of the Forum on 2 November at 7pm in Gordon House.

IB asked if anyone was free to attend the Joint Forum Budget Meeting to be held on Thursday 7 December at 7pm in Gordon House. IB indicated that he would be attending this meeting. No other member indicated that they would be attending.

10.    Development Brief for Public Open Space and Enabling Development at Midmill.

This Development Brief had been tabled at the recent Garioch Area Committee. The CC had previously agreed that it would generally support the proposal in the Brief as it went some way to recognising the needs of a much enlarged Burgh of   Kintore and restore some of the facilities lost to the Community in the developments of recent years. The CC should monitor progress of Aberdeenshire Council's development of the Brief over the next few months.  

11.   Planning Applications

No objections or comments were made relating to the five Planning Applications c to g outlined in the Agenda.

12.   Bonfire Night

Discussion took place as to whether Kintore might restore its Bonfire Night in future years and the subject would be raised again in the future. For various reasons KDCC did not feel able to actively support the Bonfire Night to be held again this year at Thainstone. It was suggested that we ask the Bonfire organisers this year for a similar amount that was given to Inverurie as a result of last year's Bonfire Night (£500) as a contribution   towards our Community Flat. IB stated that the 'Community Grant Scheme' may contribute up to £2000. IB will pass on information about this to GMcD.    Action Point:IB

13.   Waterwatch Scotland

An Information Brochure   about Waterwatch Scotland was handed out to each member and further discussion could be held at a later date on the implications of the information given in the brochure.

14.   Aberdeenshire Licensing Boards

Gambling Act 2005: Draft Statement of Licensing Principles is available to anyone interested.

15.    AOB

15.1 KW asked if there was any merit (since the Community Council was actively considering a number of issues) in holding a public meeting in order to share some of these things with the Community now enlarged. It was stated that this was possible but there needs to be a 'specific issue' in order for it to be worth while. One of the last times was when Aberdeenshire Council proposed the large housing development which we now see.

On this theme suggestions such as informal meetings in the Torryburn Hotel and Kintore Arms Inn, or a Community Council 'surgery' held, say, in the New Library or other suitable space were mentioned. Meeting with the School Board was another example of getting out and contacting the citizens in a different way.

15.2 GMcD offered the CC a dedicated website. He also reported that the Hall Forest Residents' Association aim is for Aberdeenshire Council to 'adopt' the landscaped areas. The CC supported their efforts in this.

15.3 The suggestion that the Citizens Advice Bureau should be represented in the Community Café was noted.

15.4 Comment was made that the Tourist Board Notice Board needs to be updated.

15.5 With regard to the proposals in the Development Brief, IB understood that progress on restoring facilities to the citizens of Kintore   by way of the proposals in the Brief would include a process of consultation between landowners, developers and Aberdeenshire Council. It is a commonly held view that Aberdeenshire Council had been very late in coming to this having failed to adhere to the Aberdeenshire Development Plan on a number of important points.

15.6 Woodlands: The Woodland Trust have been trying to protect the forest at Gauchhill from development and this is to be very much supported. The Forestry Commission were also re-emphasising the need to maintain and protect forests and were in process of opening up forests for the good of our environment.

15.7 Old Library Site: KB asked whether there had been any decision by Aberdeenshire Council about the Old Library site. IB agreed to get in touch with Roads Service Department by letter. This was proposed by KB and seconded by DC. Action Point: Iain Blair to write to Road Service

Minutes of the Last Meeting

Acceptance of the minutes of the 21st August 2005 meeting was proposed by Gordon Philip and seconded by Doreen Cameron. Accordingly the minutes were accepted.

Police Matters

Inspector Allan of Grampian Police attended the meeting. Inspector Allan confirmed earlier fears that crime levels in the Kintore area had now jumped above those in Kemnay. He cited the general rise in size of population of Kintore as the most important factor in the rise in crime levels. Inspector Allan also undertook to contact the traffic division about Lorries shedding their loads as they navigate the roundabouts at the entrance to the Tom’s Forest Quarry.

Proposed use for Community Flat

The Chairman of the Langstane Housing Association (LHA), Mr Alan Grant, was present at the meeting to discuss the use of the Community Flat. He briefly outlined LHA’s position on the Community Flat stating that they were required to provide such a facility for the benefit of the Community. He spoke of LHA’s pledge of help in a number of ways, including a dedicated member of staff who has been appointed to provide support to communities.

He stated that the LHA would be very supportive if a serious proposal for use of the facility was received by the Community Council. He further stated that any proposal submitted would have to be broadly non-commercial, and possible suggestions for use included an office, a drop-in centre, an advice centre or a youth café.

After questioning, a possible scheme for a Community Café was discussed. Mr Grant stated he would be happy to support such a proposal and commented that the scheme would be by its very nature experimental, but failure would not mean an end to the LHA’s support in further efforts.

The LHA would help the Community Council in its efforts to secure sources of funding for the café but an appropriate business and management structure, possibly charitable, would have to be established first. Mr Grant stated that it would be preferable to Langstane if a 3 year lease for the property could be agreed, at a cost of approximately £200 per calendar month.

Decision was taken to establish a sub-committee to look further into the issue, with Graham McDonald and Ken White to take the lead.

Planning Issues

An application for the erection of a dwelling house at 56 Kingsfield Road was discussed. The Community Council noted that the location of the proposed house was in garden space and would appear to require the removal of a part of the existing building.

It was noted that the application for erection of a dwelling house at 32 Forest Road, to which the Community Council had objected, has been withdrawn.

Public Open Space at Midmill

The Community Council has been asked to support the application for the development of a Public Open Space and Enabling Development at Midmill by Castleglen properties. A decision was not taken on this occasion; the issue will be discussed at a later date.

Other Business

Kintore Library Open Day. An open day is planned for the new library, based in the primary school, to be held on the 11th October

Annual Senior Citizens Outing. The Chairman had written to Swallow Hotels Head Office regarding the poor levels of service received at the Craiglynne Hotel in Grantown on Spey on this year’s Senior Citizens Outing. Following several telephone calls a reply has finally been received from the manager of the hotel in question. No apology was offered. It was not considered worthwhile to pursue the matter, especially in the light of the news that Swallow Hotels had gone into liquidation.

Vehicles on the Hill Road. The Community Council was informed that a resident of the Hill Road was currently organising a petition to reduce the speed limit on the road from 60 mph to 40 mph due to the fact that the road is used by several residents on horseback. It was suggested that an alternative course of action may be to ask Aberdeenshire Council to erect warning signs alerting motor vehicle users to the possibility that riders on horseback may also be on the road.

Traffic Problems on Forest Road. Concerns were again raised that despite the painting of white lines on the road at Townhead Terrace, Forest Road, problems still remained with residents continuing to park their cars on both sides of the road. This is still causing problems for road users going in both directions and it was felt by some that it was an accident waiting to happen.

Jim Coutts
Jim Coutts, by far the longest serving member of the Community Council, stepped down from the Council. In recognition of his service the Community Council members presented him with a quaich (and something to go into it). The Chairman said that in his time Jim has served as chairman, he has been deeply involved in the Christmas lights and festive decorations, and the bonfire nights in years gone by would not have been so successful without his help. He will especially be remembered for organising the popular annual senior citizens outing.

Minutes of the Last Meeting
A minor error in para 5 Waste Collection Service was noted. Subject to correction acceptance of the minutes of the 20th June meeting was proposed by Ann Marston and seconded by Doreen Cameron. Accordingly the minutes were accepted.

Police Matters
There was no Grampian Police representative present

Langstane Flats
The meeting began with a visit to the community flat, organised by Ken White. The layout was as for a one bedroom flat however it was understood that this could be modified by removal of partitions if necessary. Ken White, who was researching possible uses for the flat, tabled a report on his findings so far. A copy of his report is attached.

Youth Matters
Graham McDonald presented an outline design for a youth centre with a possible location adjacent to Forest Road. Estimated capital outlay was £400,000. He indicated that he had been in touch with Betts and was considering an application for lottery funding. It was recognised that there were many hurdles to be cleared in progressing such a project, not least the purchase of land and the preparation of a revenue budget. Whilst the Community Council was not in a position to contribute financially, there was nevertheless support for the initiative.

There was a debate on what were the expectations of the younger generation in Kintore. Ken White undertook to prepare a questionnaire.

Planning
With regard to an application for planning permission for 31 houses at Midmill (APP/2006/3005, 8 August 2006) it was agreed that an objection would be submitted, pending the outcome of the Development Brief for the Midmill area that had been prepared in draft form by Aberdeenshire Council. (see below)

A copy of the Brief had been passed to the Chairman by Aberdeenshire Council. In summary if adopted then there would be substantially more public open space for community recreation facilities and fewer houses than had been applied for in the pending application for planning permission.

Gordon Philip and Iain Blair had attended a meeting at the request of the developer. Mrs Lonchay, Garioch Area Committee Chair and the landowner involved were also present. Predictably the developer and the landowner were unhappy with the Brief. On the other hand there was an understanding of the extent to which provision of community facilities had fallen far short of the needs of the rapidly expanding population.

Kintore Boys Club
A letter of thanks for the Community Council contribution had been received.

Garden Competition
The prize had been awarded to Mr Alistair Douglas in Kingsfield Road. The Judges, Jim Coutts and Iain Blair were conscious of the fact that some residents were at an advantage in the competition because of the size and position of their gardens. Accordingly they decided to give weight to the smaller garden in more difficult locations.

Bonfire night
For the past two years the Community Council had contributed, both financially and physically, to the fireworks night at Thainstone organised by Inverurie Round Table. There had been no return to the Community Council in spite of a contribution of £500 and, furthermore, donations to Inverurie facilities. It was for debate whether or not the Community Council would support this activity in future.

Senior Citizens Outing
Jim Coutts reported that the outing had gone well except for the arrangements at the Swallow Craiglynne Hotel where the meal provided fell short of what was expected. The Chairman undertook to write to Swallow Hotels.

REPORT ON COMMUNTY FLAT

Further to our discussions at the last meeting of the Community Council (19 June) about the proposed ‘Community Flat’, I table this brief report in advance of tomorrow night’s meeting of the C.C.

I have been able to do a little more research over the Summer and consulted a number of local people and groups.

Some of you may have attended the Langstane Housing Open Day as I did just the other Saturday and you may, too, have spoken to the Developer and Chief Executive, Alan Grant. Mr Grant is showing positive interest in developing this facility for the benefit of our community. I believe we now should fully grasp the opportunity now presented to us and take the project forward. The Developer will want to know what we propose to use it for. On Monday night I think we should further our discussions about this.

From the research I have been able to do so far, there seems to be general agreement that the accommodation should be time shared.

Minutes of the Last Meeting

Police Matters

Inspector Allan of Grampian Police attended the meeting along with the new community officer for Kintore, Blackburn and Hatton of Fintray, Nicola Stewart. WPC Stewart outlined her role in the community and her aims, including increasing police visibility in the settlement as a high priority.

Waste Collection Service

Jack Clark from Aberdeenshire Council attended the meeting and gave the Community Council a presentation about the new waste collection service in Aberdeenshire. Mr Black outlined many of the reasons behind the new initiative including European Union legislation, environmental benefits and financial consequences of non-implementation. Mr Black outlined the outcomes of the scheme and the projected benefits it would have for Aberdeenshire in years to come. The Community Council is very grateful to Mr Black for an interesting and informative presentation.

Traffic Management and use of Library Site

Mr Ian Rendall met with Iain Blair, Ken Brown and Gordon Philip on May 23rd. A number of issues were discussed including the painting of white lines on Forest Road, the erection of speed notification signs at some of the entrances to the village, and the conversion of the library site to a car park. Mr Rendall raised the possibility of introducing parking restrictions at the car park in the square. The idea of restrictions was met with some scepticism but judgement is to be reserved until more formal proposals are put to the Community Council.

Proposed use for Community Flat

Ken White has been in communication with Liz Mackay of the Community Learning Department based at Kintore School. She has agreed in principle to the idea of running the Community facility with the Community Council but indicated that the facility should be available to all people in the community, not just the young. Ken is to investigate how similar facilities are run and utilised by other Community Councils in places such as Port Elphinstone and Insch.

Planning Issues

No concerns were expressed regarding the applications for Planning Permission notified since the previous meeting.

Kintore Boys Club

A letter was received from Eddie Reid of the Kintore Boys Club requesting financial assistance to purchase much needed training equipment. The Community Council agreed a donation of £500, to be presented to the group at a later date.

Co-opted Member

Graham McDonald of the Hall Forest Residents Association was invited to join the Community Council as an associate member.

Other Business

Inner Wheel, Inverurie. A donation of £225 to the Community Council was received at a presentation at Inverurie Hospital. The Chairman has written to the group to express thanks for the donation.

Annual Senior Citizens Outing. This years outing will be on August 3rd, and will be to Forres, with High Tea at the Craiglynne Hotel, Grantown-on-Spey.

Community Newsletter. The idea of producing a community newsletter was suggested and will be discussed in more detail at a later date.

Minutes of the Last Meeting

Police Matters

Inspector Allan of Grampian Police attended the meeting. Inspector Allen informed the Community Council that a new Community Police Officer had been appointed. Nicola Stewart was to begin her new role in the settlement on June 4th and will also be responsible for Blackburn and Hatton of Fintray. Her appointment is part of the Grampian Police forces desire to shift the focus from reactive policing to community led services.

Waste Collection Service

A representative from Aberdeenshire Council will be attending the June meeting to discuss the implications of the new waste collection services being implemented across Central Aberdeenshire. The Waste Aware Grampian information bus will be in Kintore on June 15th.

Traffic Management and use of Library Site

Mr Ian Rendall has agreed to meet with representatives from the Community Council on May 23rd to discuss traffic problems in Kintore.

Proposed use for Community Flat

Ken White has been in communication with the Community Education team based in Kemnay. They have suggested that we try and engage with the young in Kintore to see if they have any suggestions on how to use the facility in the Langstane development. Ken White has also had discussions with Graham McDonald of the Hallforest Residents Association and has agreed to continue their dialogue in the future.

Planning Issues

Mixed use development at Midmill, Kintore.

The application by Castleglen Properties Ltd at Midmill, Kintore, has been approved. The Chairman is to meet with Scott Strachan of Castleglen and Stuart Robinson, the planning gain coordinator at Aberdeenshire Council in the near future to discuss further the implications of the application. Concerns were raised as to whether or not the funds created from this development would be directed back into the community.

Toms Forest Quarry

The Community Council was made aware that the owners of Tom’s Forest Quarry, Aggregate Industries, have agreed a compromise with local residents and are to request 24 hour operation for only 30 nights per year. This request has yet to be decided upon by the Garioch Area Committee.

Other Business

International Paper Mill, Inverurie. Concerns have been raised that Lorries trying to exit the Mill and join the A96 at the Thainstone roundabout are entering the road despite oncoming traffic. The decision was taken to write to both International Paper and A.R.R. Craib to express our concerns over the issue.

Annual Senior Citizens Outing. It has been decided this year the outing will be to Forres, with High Tea at Grantown-on-Spey. The council decided that tickets for the event will be priced at £8 per head.

Kintore Cricket Club

Dr Martin Auld of the Kintore Cricket Club has asked the Community Council to support the Cricket Clubs desire to move from their current location on Castle Road to a proposed site in Midmill. The Cricket Club feels that the current site is no longer the most appropriate available and feel that, pending an agreement with Aberdeenshire Council over tenancy, relocation to the new site would give the Club the opportunity to develop and that the improved facilities available would be of benefit to the team and the wider community. The Community Council wholeheartedly backed the position of the Cricket Club and has offered its support it in its attempts to bring their plans to fruition.

Traffic Management and use of Library Site

A reply has been received from Mr Ian Rendall, and he has offered to meet with representatives from the Community Council in the near future.

Waste Strategy for Garioch

The idea of a public meeting about the imminent implementation of the new Waste Strategy in Garioch was suggested. The Chairman is to assess the viability of the idea further.

Planning Issues

Change of use from Community Facility to Flat, the Square, Kintore.

The Chairman had drafted a letter which was shown to the Community Council. In the letter the Chairman has highlighted that the Community Council does not agree with the application and that the loss of the facility to the community would be great. The Community Council fully endorsed the letter and is to undertake some research as to the potential uses the facility has for the community. Mr Ken White is to contact the Community Education department at Kemnay Academy to explore possible uses.

Toms Forest Quarry

The Community Council was made aware that the owners of Toms Forest Quarry, Aggregate Industries, are seeking to have certain operational restrictions lifted. These include allowing the tar plant to operate at any time of day or night and also to allow vehicular access to the plant 24 hours per day. The Community Council is open to representations from the community regarding this issue.

Other Business

Airlie House Residents. Complaints have been received from several residents of Airlie house about youths in the area causing disturbances and making excessive noise late at night.

Kintore Summer Festival. Graham McDonald showed the Community Council the planned timetable for this years festival. The Community Council were impressed with the plans and have offered the Festival Committee £250 to help with the running of this year's event.

Annual Senior Citizens Outing. Jim Coutts is currently researching plans for this years outing.

Minutes of the Last Meeting

Police Matters

Inspector Allan of Grampian Police Attended the meeting. Inspector Allen informed that the South Aberdeenshire Division, of which Kintore is part, has a new Superintendent, Billy Gordon.

He also reported that the Kintore Beat has overtaken the Kemnay Beat is terms of levels of recorded crime, no doubt due to the large population expansion the settlement has endured in recent times. It is hoped that a community officer for Kintore, separate from that for Kemnay, may be in place in the near future.

Grampian Police has recently been involved in the issuing of the first Anti-Social Behaviour Order (ASBO) in the area, and hopes that the orders will be a useful tool for combating anti-social behaviour throughout the force area.

Planning Process

Mr Fowell, the Garioch Area Manager at Aberdeenshire Council spoke to the Community Council at length regarding the planning processes used at Aberdeenshire Council. He outlined the specific role that the Community Council has in the process and our role as a consultees. He further went on to say that the Aberdeenshire Council did not feel it would be appropriate for Community Councils to speak at Garioch Area Committee meetings as this may be seen to give them disproportionate say over other parties.

In relation to the recent controversial applications for the Langstane Housing and Hot-Food Takeaway, Mr Fowell reiterated the procedures used by the Garioch area committee and their right to act in the way that they did. He stated that Councillors were not bound by the recommendations of the planners, and indeed deciding against their recommendations was not all that uncommon. He also stated that council policy is decided by the councillors so therefore they are able, if they feel it necessary, to go against it if they feel it appropriate. He further commented that, in relation to the Hot-Food Take away, the Councillors on the Garioch Area Committee felt that the imposition of several conditions on the owners was enough to satisfy specific policy conflicts.

Mr Fowell indicated that Aberdeenshire Council was currently in the process of devising a new system of hearings that will be used inrelation to all planning applications in the future, this would be subject however to a vote of the full council.

He praised the Kintore Community Council for its efforts in the past and has suggested that in future we more strongly indicate the strength of feeling when we contact Aberdeenshire Council on topics where we feel we have a lot of support for our position.

Traffic Management and use of Library Site

The Community Council again expressed a desire that the site of the library be turned into an area for car parking. It is felt that this could help alleviate congestion both from the square and from Forest road. There is also the feeling that the land should be used to benefit the community and not sold into private hands for possible future residential development.

Minutes of the previous meeting to be forwarded to Community Council members.

Planning Issues

Alteration and Extension to 32 Forest Road, Kintore and Erection of Dwellinghouse at 32 Forest Road, Kintore.

After reviewing the plans for both of the above proposals, the Community Council identified several areas of concern with the proposed developments. It was felt that the site for the erection of the house was inappropriate. The site appeared to be too small and very close to the boundaries of the residents surrounding it. A new access would have to be created onto Forest road, at a point where congestion is already a problem and this would also involve minor demolition of part of the house on the existing site. The Community Council has decided to undertake a site visit, those in attendance will report to the Community Council in due course.

Fly Tipping

It was suggested the Community Council look into organising a litter pick. It was hoped the Community Council may get support from other groups in the community. It was decided that the issue should be discussed further at the next meeting. It was also pointed out that provision of recycling facilities in the area is excellent.

New Waste Strategy in Garioch

The chairman is to invite the local Waste Strategy Officer to the next meeting to discuss the plans for the new waste strategy due to come into effect in Garioch on 29 th May.

Other Business

Scottish Forest Strategy. A public meeting will be held at the Thainstone Centre on 3 rd April. Gordon Philip has agreed to attend.

NHS 24. An invitation to attend a public meeting on 27 th March was received. The chairman asked any members interested in attending to contact him for further details.

Manhole Covers. The Chairman has agreed to write to Scottish Water about the loose manhole covers on Northern road.

Bus provision in the Settlement. It has been noticed that the size of the buses used on several of the routes through Kintore are too small and inappropriate for the numbers of passengers that use them. The Chairman has undertaken to contact the Bus Forum.

Aberdeen Airport Master Plan. The plan sets out the direction for the Airport over the next 10 and 25 years. Developments include a longer runway, increased terminal capacity, more commercial development, and a doubling of passenger numbers by 2030.

Annual Senior Citizens Outing. Jim Coutts is to make initial enquiries into organising this year's event.

•  Hall Forest Residents Association

The Hall Forest Residents Association was established by residents of the new Persimmon, Bett and Stewart Milne Homes as a means to approach the Green Belt Group, the company responsible for landscaping within their housing scheme. Following an agreement upon a working relationship between both parties, the Hall Forest Residents Association is looking to establish links with other organisations in the settlement including the Community Council. The Association is currently looking into the possibility of developing community facilities in the area including an initiative for a new youth centre. The Community Council welcomed any attempt to create interest in developing facilities in the settlement, but pointed out the difficulty it has had in the past trying to engage with Aberdeenshire Council over provision of new facilities. The Community Council also suggested the Association may wish to familiarise itself with the minutes of previous Community Council meetings, it is hoped this may help the Association understand the issues and topics raised in recent times, and some of the problems the Community Council has encountered in the past in its attempts to increase provision of facilities in the settlement.

•  Community Council Forum

The Chairman drew attention to a Consultation Document ' What can be done to help Community Councils fulfil their role ' distributed to Community Council Forums by the Scottish Executive.   A response has been formulated by a working group from the Garioch Area Community Council Forum.   The Chairman, Iain Blair, represented Kintore Community Council on the Working Group.  

•  Planning Issues

•  Scotia Homes Development at Midmill, Kintore

The Chairman has met with Mr Lippe, the Architect for the scheme.   With regard to the area included in the plans for a sports facility (but excluding the necessary funding), Mr Lippe spoke of trusts that had been established elsewhere, the purpose of which was to raise funds for sports and recreation facilities.   To function effectively, a trust of this kind would ideally require members with legal, accountancy and business skills.   The Community Council was supportive.

•  Castleglen Development at Midmill Kintore

The Community Council had decided that the issue of whether or not to support the application should be given further consideration and discussed at a later date.

•  Aberdeenshire Council Planning Process

Following some contentious and high profile planning decisions within the village in recent times by the Garioch Area Committee, the Community Council agreed that it was difficult to reconcile the planning processes with the Codes of Practice prescribed by Aberdeenshire Council and recorded in the Community Council Handbook.   For example there is an obligation to allow Community Councils to participate in the process that leads to decisions being made that affect their specific areas.   Given some recent decisions by the Garioch Area Committee, the Community Council felt strongly that this obligation was not being met.   The Chairman had drafted a letter to Mr Ian Fowell, Garioch Area Manager, outlining local concerns in this regard. The letter received the full support of the Community Council.

•  Other Business

Traffic Management. The Chairman has drafted a letter to Mr Graeme Steel, Local Roads Manager, outlining the concerns of the Community Council in relation to the inadequate provision of parking facilities and resulting congestion in the centre of the Settlement. The Community Council has suggested that further consideration be given to using the site of the soon to be vacated library as additional car parking provision.

It was also noted that the level of traffic using East Park Road has increased significantly following the temporary closing of Kingsfield Road.

Dog Fouling Bins. It has been noted that youths are removing excrement from certain dog fouling bins in the settlement and leaving it in the street. It was suggested that all bins should be changed to a type that remains locked unless being emptied. Doreen Cameron has undertaken to make further enquiries.

Community Right-to-Buy Schemes.   It was suggested that the Community Council may wish to look into this issue with the possibility that it may be exercised in the settlement. The Chairman has undertaken to investigate the matter further.

•  Minutes of the Last Meeting

A minor amendment to paragraph 7a), the conversion of the newsagent to a hot food takeaway, was agreed.   The amendment was to clarify the distinction between the Garioch Area Committee and Aberdeenshire Council and to record the granting of planning permission by the Garioch Area Committee in spite of a recommendation by the Planning Authority within Aberdeenshire Council that the planning application be refused.

Subject to this acceptance of the minutes of 21 st  Nov 2005 was proposed by Ken Brown and seconded by Jim Coutts.

•  Police Matters

•  Community Council Forum

A Discussion Paper by the Scottish Executive entitled "What can we do to help community councils fulfil their role?" had been distributed to Forum members.   A working group had been set up to review the document and comment.   The group comprised representatives from the community councils of Kemnay, Kintore, Newmachar, West Garioch and of Westhill Residents Association.   The Chairman represented Kintore and would provide feedback.

•  Primary Health Care in Inverurie and Kintore

With the agreement and support of the Practice Manager and Senior Partner at the Inverurie Medical Centre, the Chairman had written to Grampian NHS Trust in support of the Garioch Life Centre project.   (see minutes of meeting of 17 th  Oct 2005).   The existing medical centre was designed to cater for a population level that existed some ten years ago.   Since then the population of both Kintore and Inverurie, both served by the medical centre, had mushroomed.   There are now 18,700 patients registered and the number continues to grow.   Notwithstanding this the project had been delayed until 2008 and the budget reduced by 30%.

The Chairman noted from press reports that Mr Richard Lochhead MSP had independently taken up the issue with Grampian NHS.   Accordingly he provided Mr Lochhead with copies of the correspondence with Grampian NHS.

•  Planning Development at Midmill.

Details of the Application for Planning Permission for a Mixed Use Development Comprising Employment Land, Affordable Housing, Village Green, Community House and Amenity Space at Midmill North, had been presented to the Community Council.   (APP/2005/3346 dated 23rd Sep 2005).   The Application is by Castleglen Properties Ltd.

The Community Council agreed to support this Application for the following reasons:

•  The plans submitted in support of the Application indicate that the development will include a range of civic amenities.

•  It is understood that a retail complex on ground adjacent to the proposed development is under consideration by a developer.   Retail outlets are limited in Kintore and, given the population growth, greater choice for residents would be welcome.   Indeed, adjacent housing developments are likely to make the site more attractive to prospective major store or supermarket operators.

The Application for Planning Permission for a Residential Development at Woodside Croft, Midmill, Kintore was also revisited.   (APP/2004/3532 Dated 29 Sep 2004).   Given that the area in question was likely to be redesignated from 'Town Park' to 'Enabling Development' and that the current plans provided ground for sports fields, the Community Council had agreed to withdraw its objection and at the same time press Aberdeenshire Council to commit sufficient funds from developer contribution to prepare cricket or football pitches and pavilion.   Aberdeenshire Council's acknowledgement that Kintore is short of such facilities is on record.   An earlier presentation to the Community Council indicated a developer contribution in the region of £2,500 per unit (house).

The Chairman had contacted the Football Club and was given to understand that an agreement with the Cricket Club had been reached such that the cricket ground would be relocated to Midmill and the Football Club would take over the existing cricket ground behind the school.

Since the last Community Council meeting Mr Lippe, the architect for the development, had provided the Chairman with more information on the proposed scheme.   Amongst other things he provided some information on 'Trusts' that had been set up in some other communities with the objective of raising funds for civic amenities - outdoor sports facilities in particular.   Setting up such a trust would depend upon attracting trustees with business and accounting skills.   It was suggested that representatives of both the Football and Crickets Clubs be invited to the next meeting to give their views on this.

•  Planning Applications

Reference was made to application number APP/2005/4251 - "Full Planning permission of erection of three Holiday Letting Units at East Clovenstone Croft.   - Gordon Philip and Iain Blair to obtain details.

Otherwise no concerns were expressed concerning the regarding the Applications for Planning Permission notified since the previous meeting.

•  Grampian Fire and Rescue Board - Risk Reduction Proposal

Information was received on this subject and Gordon Philip agreed to review the information and comment.

•  Aberdeen Airport Outline Master Plan

Information was received on this subject and Ken Brown agreed to review and comment on this.

•  Other Business

Forest Road and Town Centre Traffic .   Concerns were expressed about increasing traffic and parking problems on Forest Road, a problem recently compounded by the opening of the new Café.   It was the view of those present that once the library was relocated in the new school, the site could usefully be allocated for a car park.   The Chairman will write to Aberdeenshire Council on the subject.

Bridgealehouse .   The house and the outbuildings within its curtilage are now listed.   Fears were expressed that it was no longer being maintained and was in danger of falling into disrepair.   Councillor Cameron agreed to make enquiries with the Conservation Planner at Aberdeenshire Council.

New Flats by the Post Office .   Sheila Gray raised the issue of the new building and whether or not it had been constructed to the plans submitted in support of the original application for planning permission.   The Chairman undertook to enquire.

Inverurie Medical Centre .   Ken Brown drew attention to reported difficulties with the present phone-in arrangements.   Other members were also aware of some residents' concerns.  

New Members .   Doreen Cameron and Gordon Philip were welcomed back to the Community Council to fill the two remaining vacancies.
