Minutes of Meeting 18th August 2003. Present: Iain Blair, Jim Coutts, Arty Matheson, Doreen Cameron, Ann Marston, Alaister Mowat, Cllr D Cameron, Ken Brown, Brian Robertson Welcome: I. Blair welcomed all present Minutes of the last meeting Approved by J Coutts and seconded by D Cameron. Kintore School The general issue regarding the loss of amenities is still the vein of contension. It appears that no priority has been given to rebuilding the tennis courts and the children's play area while the school is being built. Quite a number of new applications for house building are being considered without the building of the local amenities. Present users of the school will be able to continue using the facilities in the new school. I Blair is to support the P T A and the School Board in the continuing correspondence on this subject. Festive Lights Our thanks are expressed to A Mathieson for his continuing fundraising work done regarding the new Christmas lights for Kintore. A karaoke night is being arranged for the younger generation. A quiz night on 26th September has been arranged. The Fire Service have agreed to do a car wash, so hopefully with all the support from the residents of Kintore we should reach our target. J Coutts informed us that 4 extra poles are to be fitted with sockets at a cost of £57 plus vat for each pole. An application from the Common Good Fund may be considered to help fund this project Bonfire The insurance for the annual bonfire is to be reviewed with Aberdeenshire Council. This event has always been at a loss and the future of such an event is to be discussed at the next meeting. More support is required from the residents of Kintore. I Blair is to contact Aberdeenshire Council regarding the insurance. Garden Competition The gardens in the village are to be judged this week. J Coutts is to liase with the judge from Dyce. Sincere thanks are expressed to A Mathieson for planting the hanging baskets that are in the village. They have been much admired by both visitors and residents
Annual General Meeting This meeting takes place on 15th September. New office bearers are required. New members are urgently required. Garioch Area Community Council Forum D Cameron attended the last meeting and was informed about the support and training being arranged for Community Councillors. This meeting is arranged every 3 months. Police Matters Inspector Allan informed us that generally vandalism and car theft in this area is down on last year, as is violent crime. This is a good sign and generally we live in a safe area compared with other areas in Scotland. A community policeman is now covering this area and continual visual cover must be a great asset to the community. Inspector Allan also informed us that the role of the Traffic Warden has changed in that they now do various jobs that the police were previously involved in. These jobs include escorts, abandoned vehicles and various traffic duties. Senior Citizens Outing This annual event went well and our thanks are conveyed. to J Coutts for all his work relating to this outing. Planning I Blair is to look into a query regarding Bett Homes. Correspondence Distributed. A O C B J Coutts again brought up the subject of a sign for the Health Centre. This is to be further discussed at the next meeting. A Mathieson informed us that the Dog Warden is putting the dog fouling steel signs on the poles within the village as the paper signs get destroyed by the younger generation of the village. Minutes of Meeting 16 June 2003 Present: Iain Blair, Jim Coutts, Arti Matheson, Doreen Cameron, Ann Marston, Alaister Mowat, Cllr D Cameron Welcome: I. Blair welcomed all present Apologies: K Brown and B Robertson. Minutes of the last meeting: These were approved by J Coutts and seconded by D Cameron. Under the Festive Lights paragraph it should read that Councillor Cameron agreed to contact the Legal Department of Aberdeenshire Council and not I Blair as stated. Police Matters: Inspector Allan gave us an insight into the total of reported incidents over the last 5 years. Various graphs were shown and overall the total number of reported incidents had decreased in this area, which is a good sign. This is due to the new approach of "Intelligence Policing" by Grampian Police. Domestic break-ins, car thefts, vandalism, are amongst the lowest for 5 years. Violent crimes are mostly alcohol related. On the Road Safety aspect we had no fatalities during the month of May, but unfortunately we have had a few already this month. The matter of wagons spilling their loads on the roundabouts at the north approach to Kintore was again discussed and Inspector Allan noted this recurring problem. Kintore Summer Festival: Mr Mark Reynolds attended and gave us an overall run down of the recent summer festival. Just under £2000 was raised and overall all who attended had a good time. This may be an annual event and J Coutts congratulated Mr Mark Reynolds and his very supportive committee on their tremendous effort in organising this event in such a short time. A draft copy of all events that took place was read out and a full copy of this will be available at a later date. Various local organisations in the village will be presented with their cheques during the next week. Festive Lights: A Mathieson informed the committee that the new village festive lights were ordered and £6000 would have to raised to provide them. Various fund raising events have been provisionally arranged for the coming months and the support of the local community is a priority. Councillor Cameron agreed to look into the possible help from the Common Good Fund to help finance the lights. Various collection boxes are in the local shops and all donations will be gratefully received. It is hoped that 4 new poles will be fitted with sockets and 1 other pole, which has recently been replaced, will have the socket renewed as this has already been paid for last year. Flower Baskets: Eight baskets each with nineteen plants in them have been organised by A Mathieson for hanging in the village. New chains have been bought and they will be hung up over the next few weeks. Our thanks are expressed to A Mathieson for his expertise and time spent on this annual event. Kintore School: I Blair had received a letter from the P T A showing their concern over the amount of recreational ground that was going to be available to the school. I Blair had written to Aberdeenshire Council in May and had only received an acknowledgement of his letter to date. I Blair agreed to make further correspondence on this matter and keep us informed. Garioch Area Community Council Forum A representative from Kintore Community Council is required to attend the various meetings of the Forum. D Cameron agreed to attend these meetings when it was possible. Planning None causing concern. Correspondence Distributed. A O C B A Mathieson was informed by the dog wardens that dog fouling is still a nuisance in Kintore. Posters that were put up on various poles around the village had been torn down. It is hoped that steel bands be put in place to keep these posters in place. The swings at Howeslap have all been dug up and residents have been asking when they will be replaced. However from past experience all the swings that have been removed were of an insecure nature and are unlikely to be replaced. The swings could possibly be replaced by using planning gain from the various building contractors. Councillor Cameron agreed to look into this matter. J Coutts has the senior citizens outing all organised for 7th August. Our sincere thanks to J Coutts for all his dedicated work in this field. The annual garden competition is to take place in August and nominations are to be with our chairman by 1st August. Date of the next meeting Monday 18th August at 7pm in the Town House. Please note there is no meeting in July.
Minutes of Meeting 19th May 2003 Present: Iain Blair, Ken Brown, Arti Matheson, Doreen Cameron, Ann Marston, Brian Robertson, Jim Coutts, Councillor D Cameron Welcome: I. Blair welcomed all present and congratulated Councillor Douglas on his success in the recent Aberdeenshire Council Elections. Apologies: A Mowat Minutes of the last meeting: These were approved by J Coutts and seconded by A Mathieson. The duties of the Secretary are meantime still with A Marston who has held the post since 1996. Anyone wishing to take over the post should contact I Blair, our chairman. Police Matters: No Grampian Police in attendance. Kintore Summer Festival: A small section of the public road at the Town House is to be closed due to the Festival Events on Saturday 31st May. Aberdeenshire Council have been informed. The Community Council agreed to make a small donation to the Festival Committee. Festive Lights: A Mathieson informed the committee that various fundraising events have been organised throughout the next few months for the purpose of funding the Christmas lights in the village. It was agreed that the existing lights should be traded in for new ones. A few members were arranging to meet to select new lights. Liability Insurance is to be obtained to erect the lights. I Blair agreed to contact the Legal Department of Aberdeenshire Council regarding this matter. The on-going work of A Mathieson is very much appreciated regarding this matter. Kintore School: The planning application for the new school has been submitted to Aberdeenshire Council. The next meeting of the School Board is on 26th May. Garioch Area Partnership: There is a meeting of this Group in June and either D Cameron or B Robertson is to attend. It is hopeful that some Youth Organisations of the village will also attend Planning: None causing concern. Correspondence: Information received regarding the Calor Community Awards. A O C B: J Coutts informed the committee of the details of the Senior Citizens Outing, which is to be held this year on Thursday 7th August. The venue is to be Elgin and high tea is to be at the Mill House Hotel, Tynet. The Coach will leave the Square at 1pm. The cost is to be £5 each. A Marston is to print the tickets. Our thanks to J Coutts for arranging this trip. B Robertson asked if an assessment of the local football pitch could be arranged. Councillor Cameron suggested that the Football Captain should contact the Leisure and Recreation Department of the Aberdeenshire Council to arrange this matter K Brown suggested that we apply for a cash award for the community from the Calor Annual Awards. There are awards for various categories. K Brown agreed to look into this matter. It was suggested that if we were successful in receiving an award that we use it for the Commemorative Plaque which is to be erected in memory of a former Provost of Kintore. Minutes of Meeting 28th April 2003 Present: Iain Blair, Ken Brown, Arti Matheson, Doreen Cameron, Ann Marston, Alaister Mowat, Jim Coutts, Brian Robertson, Councillor Douglas Cameron and Mark Reynolds Welcome: I. Blair welcomed all present. Minutes of the last meeting: These were approved by A Mowat and seconded by B Robertson. The duties of the Secretary are meantime still with A Marston who has held the post since 1996. Anyone wishing to take over the post should contact I Blair, our chairman. Police Matters: B Robertson intimated that in recent weeks there has been milk stolen from a few houses in Oakhill Road in Kintore. This has happened in a few areas in Kintore in the past, but the culprits have not been traced. These matters should be reported to Grampian Police. The state of the play-park in Lochburn Drive is deplorable with litter and other debris scattered around it. Older children are using abusive language towards others while there are families present which is not very tolerable. Summer Festival: Mark Reynolds gave us an insight into the Summer Festival, which is to take place in Kintore during the weekend of 30th, 31st, May and 1st June. Several local clubs have been approached to help make this Festival a success. There should be something for everyone and Mr Reynolds hopes to get donations from various sources. Posters are situated throughout the village with all relevant information. The Community Council agreed to give a small donation. A Mathieson stressed that the village fundraising committee was mainly for the village Christmas lights and is a separate committee from the Summer Festival committee. Deterioration of Roads in Kintore There has been no repairs carried out as yet in Kintore. Garioch Area Partnership This is a partnership for providing liaison with different areas in the Garioch area, for providing youth activities, education and various other Group activities. The Community Council Forum meets every three months and B Robertson and D Cameron expressed an interest in attending these meetings. More information on this matter at the next meeting. Planning None Causing concern Correspondence Distributed. A O C B K Brown intimated that the Caravan Park Proprietors have had their planning permission granted for alterations. The burns up the Hill Road need to be cleaned up, there is a need for extra drainage to be put in up in this area. At present the soak aways do not work. Perhaps a clean up project could be a community project for the future. More passing places are required for the Hill Road as this is a bus route and there is a greater volume of traffic using this road now. A Mathieson raised the subject of the village hanging baskets; the price of the compost is to be funded by the Community Council. The flowers are hopefully, to be delivered in May. J Coutts is to liase with Aberdeenshire Council on this matter. Councillor Cameron informed us that the Kintore village signs are now in place after being refurbished. The cost of repairs is to be meet by the Community Council. J Coutts is already thinking of the Senior Citizens outing in August and agreed to check various locations for suitability. We are really grateful for his time and commitment to the community on this matter. Date of the next meeting: Monday 19th May at 7 pm in the Town House.
Minutes of Meeting 17th March 2003 Present: Iain Blair, Ken Brown, Arti Matheson, Doreen Cameron, Ann Marston, Alaister Mowat, Jim Coutts, Brian Robertson, Councillor Cameron Welcome: I. Blair welcomed all present. Minutes of the last meeting: These were approved by K. Brown and seconded by A. Matheson. The duties of the Secretary are meantime still with A. Marston who has held the post since 1996. Anyone wishing to take over the post should contact I Blair, our chairman. Police Matters: Inspector Allan informed the meeting that Kintore had four reported incidents last month, this being encouraging compared with reported incidents in Blackburn and Kemnay. Speeding young drivers are beginning to be a nuisance in the village. Inspector Allan noted this and agreed to put more patrols in the area during the evenings. Parking is still an issue on Northern Road with reduced visibility when emerging from Wellpark Road. At night vehicles are speeding up the Hill Road past the Caravan Park. Inspector Allan noted this issue. The state of Castle Road still causes concern amongst the local residents mainly with dog fouling. This issue was raised not so long ago and dog bins were erected in various locations around the village. It appears that some irresponsible dog owners are still not using them. Perhaps even more dog bins should be erected in the village. Inspector Allan was asked for what purpose the money from the Scottish Office was being used. We were informed that a recruiting drive was in force for Grampian Police and eventually more officers would be filtered through to do more patrols in the area. Flooding in Kintore: As yet no
correspondence has been received in response to Iain Blair's letter to
Aberdeenshire Council. Kintore Public Hall and the Festive Lights: I Blair attended the AGM of the Hall Committee. This committee very kindly donated £250 towards the cost of replacing some of the festive lights. If more sockets are required on the lampposts Aberdeenshire Council will have to do this job at a cost to the Community Council. A. Matheson agreed to deal with this matter. Kintore School: J. Coutts represented the Community Council at the last consultation meeting. The use of the new school by various groups would still be permitted and the price would be looked into. The issue was raised into the use of the playing fields during the building of the school. This matter would be addressed at the next meeting of the consultation group. Castle Fields Estate: Aberdeenshire Council have asked for the Community Councils views on naming the streets in the Malcolm Allen and the Barratts housing developments. I. Blair has written to Aberdeenshire Council supporting a request for the name "Wyness" to be considered in naming the streets in the Betts development at the Castle Fields Estate. Additionally, it was agreed the name "Henderson" could be incorporated in the Malcolm Allen development. Deterioration of Roads in Kintore: I. Blair has spoken with Mr Rendall regarding the state of the roads in Kintore. It was agreed that Mr Rendall of Aberdeenshire Council would visit the various locations in the village and let us know the outcome of this matter. Planning: I.Blair has lodged an objection to the Craig Development behind the Kintore Arms Hotel. The main objection being, the proposed exit route, this being a blind corner onto the main route through the village. This route is used by school children and would be an added hazard to them Correspondence: Distributed A O C B: J. Coutts informed the meeting that Mr Ainsley Reid, a local resident, had planted the flowerbeds in the Square. We really appreciate this kind gesture and I Blair is to write a letter of appreciation to Mr Reid. B. Robertson asked if the village orderly this summer was to be shared with Blackburn, but was assured by Councillor Cameron that an orderly had been allocated for Blackburn. Minutes of Meeting 20 January 2003 Present: Iain Blair, B Robertson, Arti Matheson, Doreen Cameron, Ann Marston, Alaister Mowat, Jim Coutts Councillor D Cameron, Garioch Area Manager Mr I Fowell, Kintore residents Mrs Sandra Morrison and Mr George Wood. Welcome: I. Blair welcomed all present and introduced Mr Ian Fowell to the meeting. Apologies: Ken Brown. Minutes of the last meeting: These were approved by J Coutts and seconded by A Mowat. Council Officials: The duties of the Treasurer, since our AGM have been taken over by K Brown of which we are most grateful. The duties of the Secretary are meantime still with A Marston but anyone wishing to take over this post should contact I Blair, our chairman. Finance: A substantial sum of money still remains uncommitted from the Garioch Area Committee Top Up Budget and some money also from the Community Council Project Grant Scheme. The deadline for applications from this Budget is 27th January 2003. Mr Fowell informed us that priority would not be given for the funding of Christmas Lights for the village as the lights should be funded from a contribution from the community and the Community Council. The Top-Up budget could be used for Youth Projects, Community Projects and anything that would enhance the appearance of the village. A possible newsletter would be another suggestion with regular advertisements. I Blair is to obtain an application form via e mail. Area Partnership Support is requested from the Community Councils to form a Partnership in this area with the main concern being the provision of facilities for the youth. If Community Councils agree to this proposal, a representative from each one is required to form a working group. There is an initial meeting on 6th March and I Blair agreed to attend. Surplus Land at Broomhill: Mr Wood, a member of the community, has brought to our attention that there is a section of land, in the Midmill area, which was originally bought for the bypass, but is now surplus to requirements. This area could be developed for the good of the community, with perhaps woodland walks or wild life areas. The area in question is approximately 5 acres. I Blair and A Mathieson agreed to investigate this issue. Flooding in Kintore: Dispersal of surplus water is always an issue in the Kingsfield Road area. The change in the weather conditions and the heavy rain causes the flooding not the river Don. The Tuach burn overflows which adds to the flooding. With the new housing developments in Kintore the dispersal of surface water is an issue to be examined and I Blair is to write again to the head of the planning department to raise this issue. Police Matters: Inspector Allan informed us that in general the reported crime the village at the moment, has taken a downward trend, which is good news. More foot patrols have been deployed in the various local areas, which has had a profound effect on the various youth crime and vandalism issues. However in neighbouring Blackburn there has been a rise in youth related crimes Various graphs were examined and it seems that 3 or 4 accidents occur in the area daily. We seem to live in a high accident area. Alcohol seems to be a major cause of violence and abuse. The Broomhill roundabout still causes concern amongst local residents although this area is not an accident-prone area. The mounds of earth are there to make motorists from Kintore stop at this junction, not to cause a hazard. The mini roundabout near to the junction of the Kemnay Road is also causing concern. Most of the traffic seem to ignore this roundabout and thunder over the top of i Grampian Police no longer have the Police office in the Town house at Kintore Planning: The demolition of the function hall at the Kintore Arms and the proposed building of 20 dwelling houses in its place is causing some concern. The main concern is the access route, as this area is already a hazardous corner of Kintore for traffic visibility. I Blair agreed to examine the plans. No other plans causing concern. Correspondence: Letters were received from the Recycling Advisory Group and the Grampian Community Safety Group. A O C B: The new school was discussed and there is to be community facilities included in the building. The School Board has had a presentation and negotiations are on going. I Blair and J Coutts agreed to attend the first consultation meeting on 27th January. A Mowat asked if all clubs in the village could use the new facilities for coffee mornings etc. This matter will be answered after the meeting on 27th January. J Coutts asked if a new street map could be obtained with all the new houses that are being built. I Blair agreed to look into this matter. D Cameron said that fly tipping seems to be a big issue on the long straight at Balbithan. Aberdeenshire Council is to be informed of this issue. Date of the next meeting 17th February 7.30pm
