Minutes of Meeting 18 November 2002 Present: Iain Blair Ken Brown, Arti Matheson, Ann Marston, Alaister Mowat, Jim Coutts Welcome: I. Blair welcomed all present. Apologies: B Robertson and D Cameron. Minutes of the last meeting: These were approved by J Coutts and seconded by A Mowat.
Police Matters: No police in attendance Bonfire: The atrocious weather on the night made a difference to the attendance at the annual bonfire. We made a significant loss this year taking only £115 in donations and for the sale of the glow-bands. We are extremely grateful to the fire fighters who attended and to all committee members who erected the bonfire and helped in any way in such appalling weather conditions. Our thanks are expressed to Highland Cuisine who attended the event although their evening was not very profitable. Christmas Lights: The lights are to be erected in early December this year. I Blair and A Matheson are to test the lights. This year the cost of the lights will be significantly reduced, as we should have permanent plugs on the lampposts ready for the lights to be plugged in. J Coutts is to arrange an elevating platform. J Coutts agreed to contact Mr Heron regarding obtaining a Christmas tree. Spare Christmas tree lights are on hand. Planning: J Coutts informed us that he had checked out the planning application for the goods vehicle repair workshop at Midmill and found that this is a complete new building and causing no concern. J Coutts brought up the point that the burn adjacent to the Torryburn Hotel overflows quite regularly, thus causing concern to the residents. I Blair to contact Aberdeenshire Council regarding this matter. Correspondence: J Coutts agreed to fill in the Scottish National Heritage Survey. I Blair and J Coutts agreed to attend the Budget Briefing meeting at Gordon House on 27th November. K Brown agreed to read the Health Review. A O C B: The Millennium Stone has at last been relocated in the Square. A Mowat renewed the appeal for something to be done about the cars parked on Northern Road, beside the Mace Supermarket. Visibility is greatly impaired when vehicles have to turn right from Wellpark Road. A few near misses have occurred and an accident is waiting to happen at this junction. I Blair agreed to further emphasise this point in a letter to the roads department of Aberdeenshire Council. A Matheson asked whether there were any further developments in the new pizza shop in the Square. J Coutts agreed to look into this matter. K Brown informed those present that he is a qualified 'First-Aider' and holds the relevant certificates. This could prove useful for future events. I Blair asked members to consider starting the meetings at 7pm instead of 7.30pm this will be further discussed at the next meeting. Date of the
next meeting Monday 20th January 2003 at 7.30 pm. Minutes of Meeting 21st October 2002 Present: Iain Blair

Proposed by B Robertson and seconded by J Coutts. A Marston agreed to remain as secretary for the time being. Police Matters: No police in attendance. I Blair brought to our attention that the telephone box in the square had been vandalised and had been told by the engineer fixing it that they do not report such vandalism to the police. Bonfire: Bonfire Arrangements are all in hand for this year's bonfire in Kintore. Mr Copland of the Inverurie Round Table agreed to supply the fireworks and a few men from the Round Table to take care of the firework display. The local fire service will hopefully be in attendance. The building of the bonfire will take place during the day of Saturday 2nd November and as many members as possible should be available to help. The outside catering will be supplied by Highland Cuisine. Glow bands will be on sale. Correspondence: A letter was received regarding the street naming of the new Castle Fields development. Various names were discussed including, Church, Price, McFadden, Hall forest and Wyness. Councillor Cameron agreed to put forward the names suggested.
Planning: There is to be a Development Control Training Day in the Garioch Area further information on this later. Keep clear areas are to be marked out at schools and general parking restrictions are to be emphasised. A proposed 20mph speed limit is to be introduced on Henderson Drive. A survey is to be carried out on the parking situation on Forest Road and Northern Road. J Coutts is to check out the planning application for a goods vehicle repair workshop at Midmill. A O C B: J Coutts asked if there were any further developments on the sign for the Health Centre in Kintore. Councillor Cameron agreed to look into this matter. K Brown informed us that, as the press had stated, the Dundas Brothers at the Knackery had been fined for their misdemeanour. Councillor Cameron informed us that some repairs are to be done at the Town House and some parts of it are to be converted for educational purposes. The re-siting of the millennium stone and the restoration of the fountain are on going at the moment. I Blair agreed to give a copy of the chairman report to K Brown. Date of the next meeting Monday 18th November at 7.30pm.
Minutes
of Meeting 23rd September 2002 Present: Iain Blair, Brian Robertson, Arti Matheson, Doreen Cameron, Ann Marston, Alaister Mowat, Councillor D Cameron Welcome: I. Blair welcomed all present. Apologies: J. Coutts, K Brown and A Neish Minutes of the last Annual General Meeting: These were approved by B. Robertson and seconded by D. Cameron. I. Blair gave the chairman's report and again reiterated the fact that more members were needed. The Treasurer's books were presented and these are to be audited as soon as possible Election of office bearers: As the present term of office is two years the existing chairman, Iain Blair, agreed to remain in office, for a further year. The vice chairman, Brian Robertson, agreed also to remain in office for another year. Our thanks are expressed to both members for all their work in the past year. D. Cameron wished to stand down as treasurer, but agreed to remain in the committee if necessary to make up numbers. A. Marston wished to stand down as secretary, but agreed to remain on the committee. Our thanks are expressed to both D. Cameron and A. Marston for all their work on the committee over the years. The Annual General Meeting had to be adjourned at this point due to lack of volunteers from member present for the positions of secretary and treasurer. The A G M will resume on 21st October. The usual monthly meeting then continued. The minutes of the last meeting were approved by B. Robertson and seconded by A. Matheson. Police Matters: Inspector Allen informed us that crime in Kintore seems to be decreasing which is a good thing. Perhaps there have been minor incidents, but the overall reporting of incidents in Kintore was greatly reduced. The usual grievances of noise from the late night bus from Aberdeen at the weekends, was being monitored. Vehicles are still using excessive speed through the village and at the junction of Lochburn Drive and Northern Road an accident is waiting to happen, as motorists cannot see the oncoming traffic for cars parked on Northern Road. This is also the problem at the junction of Wellpark Road and the Northern Road outside the Mace Shop. Councillor Cameron agreed to contact the Roads Department of Aberdeenshire Council. The matter of illegal selling of goods at Thainstone Mart was raised and Councillor Cameron agreed to liaise with Inspector Allen regarding this matter. I. Blair asked Inspector Allen if Grampian Police was up to strength. We were informed that a recruitment drive was in progress at the moment and as a result things might improve in the area in the future. Bonfire: I. Blair informed us that J. Coutts had spoken to Malcolm Allan and we have been given permission to use the field for the Bonfire on 2nd November. A. Matheson agreed to ask Mr Andy Duncan if we could have the use of the van. A. Matheson agreed to supply the soup and crisps for the evening of which we are most grateful. I. Blair agreed to contact the fire brigade regarding the purchase of the fireworks and to ask them if they would take care of the annual display. B. Robertson agreed to contact Mr Raymond Alexander regarding the lighting that is required for the night. I. Blair agreed to find the posts and barriers that were used last year. Correspondence: A letter was received with reference to a Community Council workshop to be held on 2nd October. K. Brown is to be asked by I. Blair if he would be willing to attend this event. Planning: None causing concern. Mr Carnie, required a letter of support from the Community Council regarding some planning matters. I. Blair agreed to write the Planning Department regarding this matter. A O C B: A. Marston asked if the village sign was to be erected soon. The sign, on Northern Road was meantime being painted and would be erected shortly. D. Cameron asked if the plans for houses on the site, behind and beside the Station Garage were approved as it was thought that this site was earmarked for a rail halt. Councillor Cameron informed the committee that he had been asked for a cash donation from the Community Council by the chairperson of the Senior Citizens' Club. After discussion it was proposed by I.. Blair and seconded by A. Mowat that a small, one off donation be given to the Senior Citizens' Club. The Kintore Management Committee required an update on the Community Council members. Councillor Cameron agreed to deal with this matter. B. Robertson informed the committee that the matter regarding the repair of the fountain was still on going. The lights on the clock face at the Town House were in need of repair. Councillor Cameron agreed to look into this matter. Date of the next meeting Monday 21st October 2002 at 7.30 PM
Minutes of Meeting 19 August 2002 Present: Iain Blair Brian Robertson Arti Matheson Doreen Cameron, Ann Marston Ken Brown Jim Coutts Councillor D. Cameron Welcome: I. Blair welcomed all present. Apologies A. Mowat and A Neish Minutes of the last meeting: These were approved by J. Coutts and seconded by B. Robertson. Police Matters: No police present. J. Coutts raised the subject of the new parking arrangements on Forest Road. Residents are parking in the markings on the road and not on the spaces allocated for parking. There seems to be confusion regarding the situation of parking on both sides of the road. Councillor Cameron to check with Aberdeenshire Council Roads Department on this matter and inform us of the result at the next meeting. B. Robertson raised the issue of the excessive litter around the Town House particularly broken bottles. Councillor Cameron to ask the village orderly to check this area daily. Excessive speed of vehicles on the Hill Road, particularly around the caravan site, was also discussed and this is to be brought to the attention of Grampian Police. Senior Citizens Outing: This went very well and our sincere thanks are expressed to J. Coutts for making this an excellent day out for our senior citizens. Planning: None causing concern. Garden Competition: The annual judging of our local gardens went ahead and this year our judge was Mr Sandy McWilliam. The winner was the garden owned by Mr and Mrs Eddie Strachan. We wish to congratulate them both for an excellent display. Next year there may be different categories to this competition. Correspondence: Correspondence was received relating to selecting plants for the community hanging baskets for next year. A. Matheson agreed to order the most suitable plants for next year. Our sincere thanks are expressed to Mrs Blair for planting the hanging baskets. They have been much admired outside the shops so again thank you for your time and expertise. I. Blair is to reply to the correspondence relating to the Gala Committee. There are NO committee members free to attend the Funding Fayre at Woodhill House on 13th September. A O C B: J. Coutts informed us that the Design Award winners would be announced soon. B. Robertson asked if there was any further information on the consultation on the new school. This is on going and if all goes to plan the school would be operational in three years. D. Cameron asked about bonfire night this year. After discussion it was agreed that this year it would be held on Saturday 2nd November. J. Coutts is to ask Malcolm Allan for permission to use the field. Mr Smith is to be asked to purchase the fireworks. A. Matheson raised the issue of debris on the road at Midmill, which is a disgrace to the village. This issue is to be raised with the Roads Department or Aberdeenshire Council. Our thanks are expressed to the proprietor of the Kintore Arms Hotel for the kind donation received for the Senior citizens outing. The money was raised through various fund-raising events and the contents of the bottle donated to the Community Council, which enabled the senior citizens to have a day to remember. Date of the next meeting Monday 23rd September 2002, at 7.30pm. Please note
that this is also the 'Annual General Meeting' (note the change of date
for this meeting.) Minutes of Meeting 17th June 2002
Iain Blair Brian Robertson Arti Matheson Ann Marston Alastair Mowat Jim Coutts Welcome: I Blair welcomed all present. Apologies: Asti Neish, K Brown, Doreen Cameron and Councillor Douglas Cameron. Minutes of the last meeting: These were approved by A Mowat and seconded by J Coutts. In "Police Matters" the last sentence should read, I Blair agreed to write to the Roads Department of Aberdeenshire Council and not to Mr Fowell as stated. Police Matters: Inspector Allen informed us that there was no reported vandalism or other reported incidents in Kintore in recent weeks. Regarding the closure of Castlehill Road, Inspector Allen informed us that the farmer had closed off the road for the past 50 years and it had not caused any problems. However the farmer had agreed to inform the police when any closures would take place so that minimum inconvenience would be caused to the public. I Blair agreed to write to the Roads Department of Aberdeenshire Council and further reiterate this problem. Inspector Allen informed us that community policing would be the ideal solution to various aspects of modern policing, whereby a particular police officer would be assigned to a specific village or area so that they would get to know the youth of that area and get to know what they do for leisure and recreation. As we do not live in an ideal world this is not possible, as front line beat police have been assigned to other departments to fulfil other tasks. Senior Citizens Outing: The day of the outing is on the same day as the Ballater Games, but this should not cause any problems. The meal has been booked at the Forbes Arms at Bridge of Alford. All arrangements are in order for 8th August. The tickets have now been printed and are to go on sale on 1st July at the Post Office. Planning: The Square in the village is now greatly improved with the opening of the new Flower Shop and the old bakery is now being renovated to accommodate a new business. B Robertson asked if there was an up date on the proposed new school and community facilities I Blair informed us that he is to attend a meeting with the School Board and Aberdeenshire Council and would give us an update on this issue at the next meeting. Correspondence: A new folder is to be made up and all relevant correspondence will be circulated to members of the committee. B Robertson informed us that the Community Council handbook was a great source of information to any new member of the committee. I Blair is to attend the Annual General Meeting of the Garioch Area Forum on 19th June. A joint meeting of the Garioch Area Forum and Formartin Community Council is to be held on 26th June. One of the topics to be discussed is Waste Management. I Blair agreed to attend this meeting. A O C B B Robertson asked if we had a village orderly in Kintore and was informed that we did have such a person as he had been seen by committee members tidying up the main street. The new roundabout at Midmill is causing some concern amongst some residents in Kintore due to its position beside the Kemnay junction. This area is a potential hazard with large lorries and vehicles approaching from the Kemnay Junction onto the roundabout. J Coutts is to make enquiries regarding the Design Award, which we had nominated the new entrance to the quarry for consideration for this Award. It was suggested that hanging baskets be put up in the village with each shop to maintain a basket. J Coutts agreed to liaise with Aberdeenshire Council on this matter. A Mowat asked if the grass verges on the Hill Road and the Kemnay Road were to be cut in the near future as they were in a terrible state. After discussion it was agreed that the verges would be cut in due course. I Blair agreed to raise this in his letter to the Roads Department. I Blair was informed by some local parents that overhanging trees on Forest Road were causing concern with local Mums taking their children to school, making them walk on the road thus causing a hazard to motorists. I Blair had contacted the Roads Department and the problem has been dealt with. Date of the
next meeting Monday 19th August 2002 at 7.30pm. Please note that there
is no meeting in July. Minutes of Meeting 20th May 2002
Iain Blair Brian Robertson Doreen. Cameron Jim. Coutts, Ann Marston Ken Brown Arti Matheson Alastair Mowat Apologies: Asti Neish and Councillor Douglas Cameron. Welcome: I Blair welcomed all present. Minutes of the last meeting: These were approved by A Mowat and seconded by D Cameron. Police Matters: Inspector Allen informed us that at the moment vandalism in Kintore was way down in reported vandalism compared with Blackburn. The Library was the last reported vandalism in the village. The on going problem at the Broomhill Roundabout is being monitored. The earth mound at the approach to the roundabout was put there for a purpose, which has not been explained as yet. A Mathieson raised the subject of the temporary closure (about four times a year) of Castlehill Road in Kintore. A local farmer appears to close off the road to allow movement of animals and the time limit of these closures seem in excess of work carried out. Residents of Castlehill road fear for the safety of their children, as lorries have to reverse nearly the entire length of the road after making deliveries to various premises because of the road closure. Inspector Allen agreed to look into this matter. I Blair agreed to write to Mr Fowell of Aberdeenshire Council to further highlight this matter. Aberdeenshire Local Plan The proposed changes have been accepted and this matter is now closed. B Robertson raised the subject of the proposed houses at the Tuach Hill, but it seems that this matter has been put on hold at the moment. I Blair is to contact Aberdeenshire Council regarding the proposed new school as no correspondence has been received on this matter for some time. Senior Citizens Outing: J Coutts has organised this years outing to Ballater on 8th August. High Tea will be served at the Forbes Arms at Bridge of Alford. A coach has been hired and the tickets are to go on sale at the Post office on 1st July. A Marston is to print the tickets. Our sincere thanks are expressed to J Coutts for all his time and expertise in this matter. Planning: I Blair to check planning matters at Cairnhill, this could be a misprint as it could mean Cairnhall. We have been asked to put forward a name for the new houses at the new development by Country Life Estates. They have named it Lavender Grove. J Coutts suggested that no street has been named after a minister, Reverend Price of some time ago. If this name is not suitable for the development in question, perhaps it could be considered for use in the future. Correspondence: Various items were distributed to those interested. I. Blair is to make up a folder of recent correspondence for circulating to members of the committee. A O C B: B Robertson stated that the Fountain should be ready in June. Several members agreed to help with the erection of the Fountain. D Cameron stated that our financial matters were healthy. J Coutts asked if there was to be any celebration in Kintore for the Jubilee. No celebration has been organised by the Community Council. K Brown mentioned the gas pipeline, which is well on its way for completion in this area. A Mathieson stated that the public toilets in Kintore are a disgrace to the village and Aberdeenshire Council should be informed of their state. However they do seem to be cleaned regularly. Date of the next meeting Monday 17th June 2002 at 7.30pm.
Minutes of Meeting 18th March 2002
Iain Blair Brian Robertson Doreen. Cameron Jim Coutts Ann Marston Asti Neish Arti Matheson Alastair Mowat Apologies: Ken Brown and Councillor Douglas Cameron. Welcome: I Blair welcomed all present. Minutes of the last meeting: I Blair received some points from K Brown; these were noted and discussed as follows; 1 K Brown asked whether it was good practice for the Chairman to second the minutes. I Blair having checked the constitution said that he was not aware that the chair could not second the minutes. 2 The next point was that the word Health Centre should read Medical Centre and that did the Health trust want a sign, as this would possibly encourage the possible break-ins for drugs. This matter was discussed at the previous meeting and the reason for the signs was that it helped the residents who did not live in the village, to find their way to the Kintore surgery. 3 The last point brought up by K Brown was that perhaps Mr Alan Greig should be retained as an Ex officio member, for any matters that should arise regarding Church issues. I Blair checked the Constitution regarding this matter and it was noted that no Ex-officio members were permitted. The minutes were then proposed by B Robertson and seconded by A Neish. Police Matters: The milk thefts have now stopped and the culprits have been dealt with. The matter relating to the visibility at the Broomhill Roundabout is on going The present crime level in the area seems to be in the decline, which is a good sign. This is mainly due to a new approach by Grampian Police to all aspects of crime. Community policing is still a priority, but sometimes due to lack of manpower it is not always possible to do as many foot patrols as one would like. However on a daily basis the police are out on mobile patrol covering as much area as possible. Lorries are still leaving the local quarry with their loads uncovered and this is mainly the cause of the spillage of sand and gravel at the local roundabouts. Tractors and lorries are still using excessive speed through the village; Inspector Allen noted this matter. B Robertson asked if more police are expected in the area, in future years, due to the increase in housing developments. Inspector Allen stated that this matter has already been taken on board and hopefully more police would be forthcoming in the years to come. Local Plan: I. Blair is to support the Local plan and to write to Councillor Douglas Cameron emphasising the importance of housing development and the industrial development at Midmill. There is still hope that a rail halt will be considered for Kintore. A possible site for this at the north end of the village was discussed. It is possible that we will know by the end of April all proposals for the new school, which we hope will include community facilities. Barratt Development: This matter is on going. The planning gain might include more bus shelters for Kintore. The Association of Community Councils can help with any future problems we have in this field. Planning Matters: The erection of industrial units at Anne's Forest caused concern and J Coutts agreed to look into this matter. Councillor Cameron wished that the members commented on the new Steel Fabrication Yard at Midmill. After discussion it was stated that the members could see no problem with the building of such a yard, as it would help the local economy by creating jobs. The proposed new houses at the back of the Torryburn were discussed and there seemed to be a problem with access to local amenity services in that there was a tight turning area. Councillor Cameron to investigate this matter. Correspondence: B Robertson agreed to complete the Land Survey. D Cameron received the newsletter for the Association of Community Councils. A O C B: A Marston intimated that complaints were received from residents of Henderson Drive that a newly erected dog bin was situated in the middle of a cul de sac, which was unsightly. The residents wished that it be resited. A Marston to contact Aberdeenshire Council regarding this matter. The steps from Henderson Crescent to the Library are to be repainted. J Coutts intimated that the layout of the new roundabout at Midmill was not very well designed and one cannot believe that the Aberdeenshire Council could approve of such a layout. It must be near impossible for an articulated lorry to negotiate such a badly designed roundabout. I Blair agreed to contact Aberdeenshire Council regarding this matter. J Coutts also asked for suggestions of where to take the senior citizens for their annual outing. A Mowat was concerned about the traffic hold ups at the Midmill. Roundabout. This will be incorporated in the correspondence, which I Blair will be dealing with regarding the roundabout D Cameron reiterated the importance of lorries leaving the Quarry with their loads covered. A Neish mentioned the skateboarders that frequent the Square and the noise they make which disturbs the nearby residents. As far as the Community Council were aware the skateboarders were given permission to use one of the tennis courts to pursue this sport. B Robertson hoped that the Fountain would be in position by the month of June. I Blair stated that it would be a good plan if relevant incoming mail be circulated to other members of the committee. A folder would be filled with various booklets of information that are received and each member would be responsible for handing over the folder to the next member on the list. More information on this subject at the next meeting. Any information to be included in the next newsletter should be forwarded to I Blair as soon as possible. Date of the
next meeting: Monday 15th April 2002 at 7.30pm.. Present: Iain Blair Brian Robertson Doreen. Cameron Jim Coutts Ann Marston Asti Neish Ken Brown Councillor Cameron Alan Greig Arti Matheson Mr. Carnie Mr. Craig Apologies: Alastair Mowat Welcome: I Blair welcomed all present. Minutes of the last meeting: I Blair wished that a correction be made in the matter regarding the sewer and the proposed route of such pipelines from the Bett Homes Development. It is not for us to say that the proposed route via the Torryburn would be cheaper and this should be deleted from that paragraph. The minutes were then approved by J Coutts and seconded by I Blair. Police Matters: I Blair spoke with Inspector Allen and the following three points were discussed. Spillage of gravel and stones from lorries at the roundabout at the north end of Kintore. This matter is extremely dangerous and any matter regarding this should be reported to the police immediately. Broomhill Roundabout I Blair to write to the Scottish Office regarding the visibility at this roundabout. A number of milk bottles have been stolen from various addresses in Kintore. The police have been informed and any person with any information on this matter should contact Grampian Police. A Neish stated that large loads belonging to a local company were using Forest Road instead of the main road out of Kintore to their construction sites. Councillor Cameron agreed to look into this matter. It was also suggested that a 20 mph restriction be enforced in Kintore as vehicles are still using excessive speed through the village.
Barratt Development: This is an on going saga and it seems that the play equipment will be relocated in due course. More planning gain is to be sought from Barratts, with perhaps a substantial help with the funding for the long sought after skate park. Councillor Cameron agreed to converse with Mr Fowell regarding this on going matter. Planning Matters: None causing concern. Correspondence: Further information regarding the Queen's Golden Jubilee celebrations around Britain. A O C B: Signs for the Health Centre were discussed and a local resident had agreed to contribute towards the cost of such signs, but Councillor Cameron informed us that Aberdeenshire Council are to provide and erect one double-sided sign and one sign on Forest Road. Our sincere thanks and appreciation is extended to the local resident, who wished to remain anonymous, for his kind gesture. Doreen Cameron raised the subject that more bus shelters are required in Kintore. Councillor Cameron agreed to look into this matter. J Coutts thanked I Blair for compiling the newsletter for Kintore. The feed back from the residents of the village was that it went down a treat. It was proposed that further newsletters be produced once every two months. Information to be included in the newsletter should be given to I Blair. With two new members joining the Community Council we were one member over our allotted number. A Greig agreed to stand down from the committee due to many other commitments. The Committee wished to extend a vote of thanks for his support over the last few years. Mr Carnie along with Mr Lippe, a local architect, were present to discuss the local plan with Councillors. Mr Lippe agreed to supply us with a memo regarding all Mr Carnie's concerns, but as yet this has not been received by us. Further discussion on this matter will be raised at the next meeting. Date of the next meeting Monday 18th March 2002 at 7.30pm.
Minutes of Meeting 21 January 2002 Present: Iain Blair, Brian Robertson, Doreen Cameron, Jim Coutts, Ann Marston, Asti Neish, Ken Brown, Councillor Cameron, Inspector D Allen, Arti Matheson, Alaister Mowat Apologies: Alan Greig Welcome: I Blair welcomed all present. Minutes of the last meeting: Approved by J Coutts and seconded by D Cameron. Police Matters: Inspector Allen intimated that house breaking and vandalism in Kintore over the last month had decreased. This is a good indication that the new intelligence policing in this area is producing results. Intelligence policing involves scrutinising the problems that cause the crimes. Again the issues concerning the safety at the Broomhill roundabout were discussed. Various issues have to be discussed should improvements be made to this part of the A96, these include: design issues, emerging traffic and road signs. Grampian Police are aware that complaints have been received regarding this part of the trunk road. B Robertson stated that it was brought to his attention that vehicles are using excessive speed over the Don Bridge on the B977. This road is now more widely used and ideally an extension to the 30mph perhaps would be the answer. Inspector Allen then stated that the 30mph limit is governed by street lights, therefore an extension of the 30mph limit would mean an extension to the street lights, which would be an issue for Aberdeenshire Council. Inspector Allen agreed to note this issue. Christmas Lights: Aberdeenshire Council have fitted weatherproof sockets to the lampposts, which in future means that we can now use our own resources to put up the lights. A grant of £470 was received towards the cost of the lights, which left the remaining£300 to be paid by the Community Council. The sum raised by the community in the various boxes was not as much as last year. Our thanks are extended to the members of the Committee who gave up their time to install the various lights through out the village. It is unfortunate to report that on the very last night of the Christmas lightsdisplay they were vandalised. Barratt Development: This matter is ongoing and a reply has been received from the Local Government Ombudsman in Edinburgh, which stated that the hedge on the north side of the development would be replaced, but at the moment a wooden fence is in situ. The play equipment is to be moved and the actual park is to be extended through to the Wellpark play area. This Barratt development has been allowed to extend their boundaries as they please without intervention from the planning authority of Aberdeenshire Council. A Neish brought up the issue of the bollards on Northern Road at the Barratt housing development These bollards are a danger to traffic and don't seem to be illuminated at night thus causing a potential hazard on the main road through the village. The offending bollards were in the original Plans, but did not seem to protrude as much as they do in reality. The situation regarding the parked cars along Northern Road near the Mace shop is causing concern as traffic emerging from Wellpark Road cannot see the traffic coming along on the main road. A nasty accident is waiting to happen. I Blair agreed to write to Aberdeenshire Council regarding these matters. The Knackery: No developments on this matter since the last meeting. Planning Matters: No planning applications causing concern. Bett Homes Ltd are building several hundred houses between Castle Road and Forest Road. The developers have proposed a route to install the sewer which will cause great disruption to the residents of Kintore . This also involves interruption to essential services like, gas, electricity, water and telephone services. It is also known that an alternative route could be implemented. A pump house, which is already connected to the main sewer is situated opposite the Torryburn Hotel. This existing system has the capacity to cope with the drainage from a further development. This route would be the cheaper for the developer and would cause the least disruption to the village. North of Scotland Water Authority(NOSWA), is in favour of this route, but has no power to enforce it. Residents of Kintore are urged to write to Aberdeenshire Council regarding this matter. Correspondence: A letter was received urging local communities to celebrate the Queen's Golden Jubilee. This is to be discussed further at the next meeting. The Fountain has been repaired and is to be returned to its original position. B Robertson to contact Mr Calder regarding this issue. The birch tree in front of the Town House is to severely pruned if not axed! AOCB: Councillor Cameron informed us that the steps from Henderson Drive to the Library would be painted white in due course. Our nomination for the Country Design Award has to be submitted by 15th.February. I Blair and J Coutts have this matter well in hand. A Neish again emphasised the speed of lorries coming into the village. More police presence is required during the day to deal with this problem. K Brown asked if there was any further information on the subject of new entrance signs for the village. This subject was brought up at a previous meeting and information was received to the effect that no funding was available for at least two years for this project. Firemen in Kintore are getting thin on the ground with two gone and during the day coverage is limited. Mr Arti Matheson and Mr Alaister Mowat were co-opted onto the committee. Proposed by J Coutts and seconded by B Robertson. We hope that they will remain with us for a few years to come. A course on "Modernising the Local Government" was announced for 25th February. Two members expressed an interest in attending such a course, A Neish (evening only) and A Matheson. Further information on this matter from I Blair. Date of the next meeting: 18th February 2002 at 7.30 PM Where in Kintore can you search 3 million products in 600 retailers? Right here on your desktop! |
